Lupin seemed gentle and friendly, but Hoare suspected that many of Sirius's actions had his influence behind them.
If Lupin were to watch over Sirius, it might just lead back to today's situation.
They'd end up fighting internally before any external issues were even addressed.
Whenever these two argued, it always escalated into a conflict between the Slytherin and Gryffindor houses.
They had just been shouting at each other, almost ready to wave their respective house flags.
Hoare didn't want to see Ron and the others caught in a dilemma, nor did he want to make things difficult for himself.
However, to truly keep Sirius in check, and have the ability to persuade Snape, they needed someone who was free from Slytherin bias and deeply liked by Sirius.
