Chapter 23 - Director, let's all get rich together!

Chapter 23 Director, let’s all get rich together!

The police director called Lei Luo back to handle this recent disturbance. He knew about Lei Luo’s connections with the Hong Kong Island gang. He initially thought that Lei Luo would call a meeting with the leaders of the major gangs and make a deal, getting some people to take the fall. This would minimize the impact on the lower levels, satisfy the higher-ups, and silence the media. However, Lei Luo shocked everyone by directly targeting the Walled City!

“Lei Luo, are you crazy?!”

“You’re going to move against the Walled City? Do you know how many people there are?”

“This issue started because of your poor distribution. You—”

Slap!

The words were interrupted when Lei Luo slapped Lan Gang across the face. After undergoing two rounds of physical training, Lei Luo’s skills were now comparable to those of a soldier. The slap sent Lan Gang spinning through the air, and several teeth, with traces of blood, fell to the ground.

The sudden slap left everyone in the office stunned. Yan and Han, who were also present, looked at Lei Luo as though they were meeting him for the first time. The police director’s face turned as black as a pot’s bottom, and his eyes held a dangerous gleam. Lei Luo’s boldness had caught him off guard.

As for Lan Gang, the slap knocked him unconscious, and he fell to the ground like a dead fish.

“Director, such a person is not qualified to hear what I’m about to say.”

“This is an opportunity for us,” Lei Luo continued, his calm demeanor in stark contrast to the chaos around him. “I’ve never let you down. Please give me a chance to report on it separately.”

Lei Luo leisurely wiped his hand with a handkerchief as he made his case. James quickly reacted and had Yan and Han drag Lan Gang out of the room. The office was now left with only the senior officers of the police department, all of whom were foreigners.

The police director clasped his hands tightly and stared at Lei Luo.

“Now, you can speak.”

“If you can’t satisfy me, Lei Luo, I will have to consider replacing you.”

Facing the threat, Lei Luo remained unfazed. He moved a map to the center of the room and drew a circle on it with a pen. Hong Kong Island had become the most prosperous area, with Kowloon being the second most important region. Areas like Mong Kok, Yau Ma Tei, Tsim Sha Tsui, and Kowloon Bay were thriving. Yet, right in the middle, there was a blotch—the Walled City.

The British high command had long had issues with the Walled City but had not found a good solution, so they had delayed action. The reason this incident had escalated was that the people living in Kowloon were the most affected.

“Director, we cannot just look at the surface,” Lei Luo said, continuing with his analysis. “On the surface, it’s about gangs and drug dealers, but at its core, it’s about interests and face!”

“The British high command is upset because the Walled City has been exposed to Britain.”

Lei Luo leaned on the map and slapped his face. His words made the others in the room pause and think.

“The development of Hong Kong Island is related to the high-level officials’ performance records. But why should only their achievements be celebrated, while the dirty and difficult work falls on us?”

“Director, I know you also have a background. But every time we have meetings, you can only sit in the corner. When things go wrong, you have to step up to the front.”

“Is that fair?”

Lei Luo’s words were like a whisper that dug into their ears, stirring their hearts. Despite the fact that they were also foreigners from Britain, as Lei Luo said, their positions in the British colonial system were not that high.

“Lei Luo, what does this have to do with the current situation?”

“Director, I have a plan.” Lei Luo confidently answered, “A plan that will not only earn us significant achievements but also bring in massive benefits!”

Lei Luo laid out his plan, step by step. The aim was not to simply consolidate power but to elevate himself to a higher stage. Since the redistribution of territories began, he had been calculating and pushing the situation forward.

“What is the chip to sit at the table with them? Achievements! Benefits!”

Money alone wasn’t enough; he also needed to provide something they craved: accomplishments. Because achievements were a sign of future power!

“Develop the Walled City, transform the slum!”

“From now on, there will be no Kowloon Walled City—only Kowloon Plaza!”

Lei Luo started to explain his plan in detail, with clear timelines for each step. The police director, James, and the others were stunned by Lei Luo’s boldness and became interested in his proposal.

“Of course, the first issue is to deal with the Walled City.”

“Director, you only need to help me secure the approval for the Walled City redevelopment. I’ll take care of the rest.”

The Walled City redevelopment, while promising, involved too many issues. These foreign officials were not the type to act without guarantees. Lei Luo was fully aware of this, which is why he started by focusing on securing the approval.

He promised the police director that the relocation of the Walled City’s residents would be completed within a year. During this time, he would carry out a major cleanup of the Hong Kong Island gangs. Rather than throwing criminals into prison, he planned to send them to construction sites. As for the Walled City’s residents, he would build enough public housing for them. With the right construction cards, this was not a problem.

Even substandard public housing would be far better than the conditions in the Walled City. The meeting in the office lasted several hours. After Lan Gang was dragged out, he woke up but left the police station, humiliated. Everyone in the station was shocked by Lei Luo’s ruthlessness.

By that evening, the power in the police force was back in Lei Luo’s hands. Yan and Han were tasked with maintaining order on Hong Kong Island, while Lei Luo himself contacted the Yian Society and Digital Gang, calling for a ceasefire. He ordered all the gangs to meet the next day.

“Anyone who doesn’t show up will never show their face again.”

After receiving the order, Xiang Yan from the Yian Society immediately commanded his men to halt their activities. But the Digital Gang, emboldened by their recent victories, ignored Lei Luo’s orders and seized back their territory.

However, Lei Luo did not respond to the Digital Gang; he remained silent. He had more important people to meet… Mainland agents were arriving again…
